This means it's a license with no software attached. This license should be transferred to ALM on the OS server(s). It's a license for archiving 1500 tags. The amount of tags used in the project can be collected from the PCS7 license information (via right click of the multiproject in Simatic Manager).

If you have two OS servers (redundant), you need to but the license two times.
