On trying to use background fill like I used to in Professional, Unified is giving me a result that is unexpected. 

On the Tia Portal screen, when editing, I get this with a 70% transparente background fill collor. 

But on the actual HMI after loading it and using it, I get this:

It is transparent to the object BEHIND the actual object, but opaque to the object itself. 

I want to have what is shown on the edit in TIA Portal, like it used to be in Professional. 

Am I doing something wrong?

Both colors are 70% transparent, but don't show here, but it can be seem from the previous screen shots.

I myself have noticed some differences in the display between ES, Browser and Unified Comfort Panel. It is not easy to find out the reason and sometimes a bug is the cause.

In your case it may be just a simple misunderstanding. The transparency is changed with the 'Opacity' parameter. From your screenshot, it looks like you are using the 'Fill Level' parameter. However, this parameter is mostly used to create something like a fill level or progress bar.

This opacity refers to the object opacity, not the fill opacity. 

And yes, a filling animation is exactly what I want.
