What the consideration i should take while working on norm and scale block while programming

Should i change 27648 to another number while changing the module to less than 16 bit

 In the module manual, the engineering value is explained, what different values represent. Normallly siemens analog modules have 0-27648 for positive values. The resolution, how many bits, only affect the resoluiton of the measured value.

To simplify: Your user program stays unchanged even if the resolution of the analog card changes. 

Now read again the insight that @Hati shared.

In future postings please do specify the hardware family you are working with. There are too many little changes between various hardwares to keep an eye on.

 in simple illustration if you are reading some analog input from load cell indicator for instance, if your analog input 8 or 12 bits the reading value will be different between indicator and online monitor for example indicator reading 100.2, the scale out on plc program will be 99.4 , IN short expression (IF you get high resolution then you'll get more accuracy)
