You have to contact your local Siemens BT sales office, as mentioned by Valbright. Please note that you do not need the dongle only,you need also the license file for your specific product.

There isn’t a common global download share. Please note that the mentioned products like Desigo Insight, Desigo CC etc. are localized for most of the countries. This means that there are specific Graphic libraries, translations, Extension Modules, etc. in the local versions. Some versions are available from the local Extranets.
