I tried to delete registry key according to article, mentioned by ChristophD, but also without success. This key is created (by installer or some system service) just before the message. I tried to delete it imidiatelly as it is appeared in registry and setup continued without "restart" message. But I had to be very quick..

I have W10 Enterprise 20H2 and tried to install Starter V5.4 HF2.

Hope this helps also on other version or systems..

As a tip to others in this predicament, have the same OS and STARTER version.

a) Have the Registry editor open in the background
b) Run the STARTER setup.exe as admin
c) quickly return to registry editor, and press F5 repeatedly until you see the key
"PendingFileRenameOperations" appear.
d) Highlight the "PendingFileRenameOperations" key when it appears and press Delete key FAST. 

It appears that the problem is Windows Defender which cannot be switched off in services.msc or from the task manager.

Edit: Another possibility - clear value of the registry key also helps.

As I wrote, I didn't know which service created the key. And for me it is not possible to find. I had similar problem with antivirus years ago on WinXP. I created new hardware profile with antivirus disabled. I think this is impossible in Win10..

I only tried the procedure I described before and if you are quick it is working.

But it is not solution of the problem.

The solution to delete registry works perfectly fine .

Just delete registry and then again start installation.

I am attaching batch script, just change the file extension from .txt to .bat and run it as admin

deleting registry item and than start installation doesn't help. Registry item is written again just during installation.

When you start installation, you have to registry editor opened, visible and when this registry key is written again, you have to immediatelly delete it. I don't know Win11, but I hope it is not so different from Win10.

This can occur if the software protection stuff is turned on for Windows 10 or 11.

Turn everything OFF for "Virus & Threat Protection" and "App & Browser Control."

Those two security features limit access to certain areas of the registry. Depending on the installer that's used, it might not be able to work around it.

This is an issue with a lot of enterprise software, as it's usually older in make.

I ran into this issue with Schneider Electric (Andover) Continuum Cyberstation. There were issues with badge printing. After working on the issue for HOURS including installing Windows 10 clean on a new VM, at home, with no antivirus software, and running into the same issue, I started digging into the registry. I found that there were entire registry folders that were missing.

After poking around, I found that the issue was a combination of Windows security features. Turning off all of the active stuff, before installation was the fix.

Oh, and it worked for the SINEMA RC Client as well.

Thank you very much, it worked for me on Windows 11, although first it asked me to update .net 3.5, then the message appeared again, I had to delete it from the registry and that's it, it allowed me to install again, thank you.

So let me understand as it is happening to me after FIVE years since your post: Siemens cared so much about this issue that they never changed this useless message, leaving the installer searching for info in forums and blogs. 

Whatever the reason (it can be any of the tons of Windows issues, old .NET versions, or planets alignment) we need to know how to solve it. If it is not an issue of your software, it must be indicated clearly during installation after setup checks if all known weak points have been verified (users and group settings, available space, whatever the hell). 

If this error is generated by a wrong entry in Register, it MUST be fixed automatically by setup.
