I work on a car lift that I have some challenges with.

Overview:
I1: UP-button
I2: Down button
I6: Counter
I7: End stop

When I6 + 7 is high, the lift is at the bottom.
When I6 is low and I7 is high, the lift is at its peak.
I6 counts for every 15mm.

Q1: Hydraulic pump (lifting)
Q2: Lower valves
Q4: Warning sound (Below a certain height)

I have made a counter function which starts the warning sound when it is at a certain height, 150mm.

What I need help with:
When I lower the lift, it must stop at a certain height, but continue when you press down again (I2).

There is no shown open the mechanical locking valves?
(Like Down: to open mechanical locking valves, lift must first start going UP and then Down)
And there are not shown EMG switch second line, what coming to inside program?

Ordinarily it resolved  with time relay, -  mean push/hold the button drive moving 5-10 sec and then stops. To moving again, you must push/hold the button again.
Or you want to stop the drive according position?

In Europe we don't have a requirement of a mechanical locking. Our standard says, that we should be able to handle one hydraulic leak. This lift is a two pillar underground with one cylinder in each pillar, so one cylinder and the mechanical structure are able to carry the entire load, with a maximal drop of 100mm.

The standard says, that our main switch can replace a EMG switch.

And then to your question. The lift should stop at a specific height (danger of squeeze). And then it should be allowed to lower entirely.

Q3: Warning sound (Below a certain height)
Q4: Error state

I have made a counter function which starts the warning sound when it is at a certain height, 125mm.

What I need help with:
When you press the down button at the lift starts to lower, it must stop at a certain height (also 125mm). Then you should let go of the down button, and then press it again to continue to go down.
