I have smilar problem and have no solution. Is there any progress to solve this issue yet? 

On PLC screen it is written "CONNECTING...". I'm not able to stop PLC even if I tried to memory reset or factory reset.

I have solved problem. In my case power consumption is 0,1W higher than PLC can supply. 

Power unit added and PLC now able to run.

I have experienced and seen a few similar cases.

If the PLC does not even allow communication or resetting to factory values using the SIMATIC Memory Card, I'm afraid you should send the unit to the Repair Service.
