It depends what will do - now and for future. If it is just for test you could use STEP 7 Lite. This is free of charge software and is possible to be used in S7-300. BUT http://support.automation.siemens.com/WW/view/en/31031123(there have some restrictions - unfortunately). The other ways - as Heksu shew you, I suggest you Step7 5.5
or Step7 Professional 2010:
