Helllo plc_lover; I take it for granted tht you intend to keep the S5 and S7 PLCs that you already have in your plant, and that you are familiar with the existing hardware and programming of these machines. Here is my suggestion: WinCC is the most advanced SCADA package available from Siemens, and it is the only one that offers communication channels for both S5 PLCs (over Ethernet, Profibus (FDL) and serial links (either 3964R or programing port AS511) ) and S7 CPUs (Ehernet/Profinet, Profibus-DP... see the S7 Protocol suite chapter). Study the following document: Take the time to decide how you would connect your SCADA computer to each of your PLCs, preferably in network configuration to limit the number of point-to-point connections, and determine how much data each PLC would need to send to the SCADA application. This will help you determine the licensing information for your SCADA, WinCC also allows you to archive and trend data, connect to external databases, manage alarms and messages, setup server/client architectures, create multilingual projects...
