I want to manually  turn off  output Q1 by putting anything (Network Input) in program.

means: project is on temperature control. if temperature goes beyond "on threshold" output will off.

but now when plant shut off, i not want to Q1 in operation. 

In this project:

Blower (Output Q1) shall off while temperature goes up (150 Celsius using On Threshold).

Blower (Output Q1) shall on while temperature goes down (10 Celsius using Off Threshold).

Now think i am not want to run plant due to unavailability of production order (shut down). Then During shut down temperature goes down and blower shall On (that i not want).
