Can STEP 7 and TIA Portal also be used with Windows 11?

At this time, Siemens has not provided official installation guidelines of its software under Windows 11. Therefore it is not officially supported.

In this thread, ixo65 and Cocolino have linked to the closest validation you can have, until the installation under windows 11 is officialy sanctioned. It includes this warning:

"Until the official release, the installation of TIA Portal under Windows 11 is at your own risk. If you encounter problems when using TIA Portal and Windows 11, please send us a support request to Technical Support."
