When you enter the OSD, in the top Help menu > System Test (See attached image) This generates a test OSD and, if it doesn't let you drag the license with this test either, it means that the ALM installation is wrong or that you have installed the latest version on a Windows XP, for example. I followed all advice from Siemens, I activate java, allows all 3 domains that are in this link https://support.industry.siemens.com/cs/ww/en/view/109476109 . I even contact Siemens helpdesk but they just said that the fault is on my site and my company GP or other settings... and I still have this same problem, just like the function of OSD is blocked, and they didnt think about any other buttons instead of this drag&drop function... If someone have solution I will be glad to hear it.
