Yes, the power supply does dissipate some heat, I am guessing this is an inverter drive installed within an enclosure. From memory the ambient for an enclose drive is about 40 Centigrade, if it is higher then some air shift through the enclosure is required?

It is not possible to actiavet the fan without a 'run' command.

Correct, the fan is required to provide thermal stability for the IBGT, provided the inverter is operated within the specified environment then all will be well.

The fan in the inverter drive can only circulate the cooling air through the heat sink, air which is then deposited into the enclosure; it is this air which must be then removed from the enclosure.

To clear heat from the enclosure a fan and filter, must be fitted into the lower part to exhaust through a filter in the upper part of the enclosure. In this way a positive pressure is maintained within the enclosure.

Solar Gain, will also raise the temperature within the enclosure, fit a shade to keep the sun away from the enclosure.

To calculate the required air shift through the enclosure:

Inverter drive heat dissipation will be 3% of the inverter rating.

E.g. 5.5kW x 3% = 165Watts

DT (difference between outside ambient 30Deg.C, and permitted enclosure internal temperature 40DegC), 

40Deg C - 30DegC = 10Deg.C

Calculation for air shift:

165/10 * 3.1 = 51 Metres cube per hour.

(n.b. 3.1 is the specific capacity of air at sea level).

Fan charts provide a quick indication for a fan to shift 51 Cubic meters of air per hour.

The above calculation takes no account of the heat dissipation through the enclosure walls.
