Using PUT/GET is a security risk and should not be used. However, I am not aware of any documentation related to NIS2 or the upcoming CRA. I recommend that you contact technical consulting.

And for the kepware topic, I cannot provide any information other than my recommendation to use the OPC UA functionality of a S7-1200/1500.

in case that some security risk is expected or some type of attacks is the problem in your place, generally some active security devices like security/NAT routers are expected here to configure. Direct connections within network without any network Firewall rules is always risky.
