I think you should akd the connectivity question to the company of the SCADA System.

If you do not use a Siemens HMI SCADA Software we cannot answer these kind of questions because they are referring to the SCADA System

I think the OPC UA Server cannot be accessed by a CP, only with internal Interface of the PLC.

(in TIA you see only the internal IP not the IP of the CP in the Server addresses)
