If you purchased a kit, that should have included the required license and software to use hardware in the kit.

Are you trying to use a different TIA Portal version?

Have you updated the provided TIA Portal to the latest available update?

You may have to manually download and install the latest TIA Administrator v3 (3.0.8.0 or higher).  After installing TIA Admin V3, you should uninstall the older TIA Admin.

After a PC restart, you should be able to go online and search for, download, and then install software and search through the available HSP (support packs) to support your hardware - if it did not already.

If you want OPC UA licensing, you should reach out to your regional/local Siemens distributor for help finding the right licensing for your needs.  If you also want to use a newer TIA Portal version, you can talk to them about upgrading the license provided with the starter kit.  That might be TIA Portal SUS so you can stay up-to-date with TIA Portal as new releases come out (V21 is expected later this month).
