I'm trying to use the TIA migration tool to migrate a Simatic Manager project, but it fails for “Option package(s) SIMATIC WinCC Flexible missing in STEP 7 version V5.7 + SP3 + HF1”

There is no HMI in the Simatic manager project though, even on an older PC that does have WinCC Flexible I don't see an HMI or any reference to one. Also I can't seem to install WinCC flexible on my windows 11 PC because it fails when installing Microsoft SQL 2014.

See point 11.

Perhaps you can save your project in Step 7 v5.x with the option "With reorganization slow" 

Or you can migrate the project on a PC with WinCC flexible installed
