Wincc 7.5 SP2 U16 WebNavigator client - stuck on "Loading picture" screen

After start it connects to server and then get's stuck on "Loading picture" screen, stops responding a depending how it was started (Internet Explorer/WinCCViewerRT) either ControlHost.exe or WinCCViewerRT.exe cpu usage goes to 30-40% on 3-core system, normaly it is below 5%. I tested connection to WebNavigator server form server itself and it works flawlesly for both IE and WinCCViewerRT. Litle background: Originaly visualization was/is running from WinCC7.0 SP3 on Windows Server 2008 R2 64-bit, clients(12) are Siemens IPC 427E with Windows 7 Ultimate 32-bit. We installed new visualization running WinCC 7.5 SP2 U16 on Windows Server 2019, clients would remains the same. On this one client I tried switching to new server. Connection to old server worked flawlessly. At first attempt I simple installed newer version of Web Navigator client over the old one - no uninstall. Wincc WebNavigator client then ended in endless loop of "No connection to server" error and "Reconnecting". At second attempt I uninstalled Web Navigator client and after reboot installed new one. Wincc WebNavigator client connects' to the server but get's stuck on "Loading picture" screen stops responding and starts high cpu usage. On status page of WebNav server i can se client as connected. Only way out is to kill ControlHost.exe or WinCCViewerRT.exe process. User under which it is running is (AD) domain user and is a member of SIMATIC HMI local group. I even created new local user, make him member of administrators group - but behavior of Wincc WebNavigator client remains same - get's stuck on "Loading picture" and hangs. On a site note: While installing Wincc WebNavigator client in phase "StartApplAfter" there is error shown regarding {CEE6A34C-AE21-4427-858E-F6FA6010F864}\Siemens.Setup.Helper.exe saying that The version of this file is not compatible with version of Windows you're running (picture attached). But installation is completed successfully. I have a test environment (server + 1 client) in Hyper-V, same error is reported but Wincc WebNavigator client connects' to the server and display pictures without problem. Please advice. Check this basic FAQ perhaps there are some useful information: https://support.industry.siemens.com/cs/de/en/view/109814515 Check also with a computer where there was no older Webnavigator Client before-> does it work here? I also checked FAQ document you mentioned, but nothing worked. Someone on the plant tested connection to new server from clean virtual machine and it worked without problem. Siemens IPC 427E mentioned are primarily used as software PLC (WinAC RTX F 4.6). Attached are screenshots of installed software from Control Panel. I tested WinCC 7.5 SP2 Update 16 Web Navigator client on another IPC. Installation went without problem, but when I tried to display project webnav client ended in endless reconnecting loop saying that there is “No connection to server”.
