So, if you post a replywithin a thread, I'm able to rate that reply by clicking the "Rate" button that is being displayed on every post. The other way around; if I post a reply, you are able to rate that post. You are not able to rate your own post. Ratings per member are being updated over night. If I read an answer from an user oder an expert and I think "Wow, that is a very good or excellent answer.", then I have the possibility to rate this. I click on button "Rate" and can say how good was the answer in my opinion (1-5). I can rate 1 posting only once and not my own postings. The rating is independant on the count of issues from a user. You can only vote for a posting by an user - so only indirect for a person. The stars and the number in your "user field" mean, that you have totalling 2 stars and totalling you was voted by 9 users.
