What is OB69? Why is it used here?

For example if I want to check out a control panel it is annoying the way Siemens' forces work. So rather than force an output on I will make a copy of OB1. I paste the copy and rename it OB1001. Then I open OB1 and delete all of the calls to the FC's / FB's in the program. This OB1 is loaded to the CPU. Now the outputs can simply be turned on in a variable table. When finished it is a simple matter to open OB1001 and paste the logic back into OB1. I always "clean up" by deleting the OB1001.
