Can 0BA7 perform temperature controlled duty cycle?

Duty cycle is 1 minute At set point, Q1 ON for 10% of duty cycle For each degree below set point, Q1 ON time increases by 4% i.e. If set point is 35F, Q1 is ON for 6 seconds of every minute By 25F, Q1 is ON for 30 seconds At 12F, Q1 is always on
