StartDrive V13 Upd1 - Cannot commissiong Control Unit unplugged from Power Unit

Portal V13 with latest updates, StartDrive V13 Update 1, with latest HSP as well. I initially attempted to commission the CU with starter so I could create a master, then copy/paste and make appropriate changes to get the 3 drive CUs configured. Well, without having the CU physically attached to the power unit (a 22kW PM250) I keep getting an error when attempting to download the right configuration. So then I installed StartDrive and tried the same thing. I've performed resets, power cycles, and downloads. No matter how I attempt it, the CU complains about the PM not matching what is installed on the device. What is the trick to commission just the CU so I can attach to my PM250, and it just work? I would rather load the CU at my desk while the equipment is being built and swap them out, download and repeat for all drives. Also, I cannot configure the PLC and CU and test the cyclic comms at my desk since I cannot add the PM250. Ideas welcome.

I am relatively certain (like 100%) in the past I've configured CU240's strictly using Starter. I can't do it with Starter on the CU250S-2 PN which I find completely annoying. Like the person you posted your link about, they cannot properly preconfigure (like you can with S-120 memory cards) and send to their customers. I want to test without a PM250 on my desk. I don't have space and I really need that unit integrated in the panel. If StartDrive could simulate with DriveSIM the CU and I could get all the cyclic comms working properly, then that would be fantastic. For now, make it work on my desk without a huge paperweight in the way. Would you or others agree on this?
