 OP17  can't be simulated because it isn't Windows based panel.

Another way is if you had a PLC, maybe a S7 200 (which is cheap) and connect your panel and simulate your OP really.

Which HMI components can you connect with S7-200 CPU and what should you watch out for when doing so?

Another thing is you can try to test your program with a TP 170B instead of the OP7 (just to test your program)
