As per shown in video, all Scalance X216 LEDs are blinking simultaneously on interval of around 7-8 seconds. Scalance is not booting up and functioning correctly.

What can be possible reason?

without looking in the manual I guess the scalance has problems to boot.

All LEDs on indicates the boot-sequence. It seems the sequence can not finished correct.

I would clear this situation with Siemens directly(open a Service-request) and then send it to Siemens repair-center.
