And my problem is when it is e.g. 0010 on inputs or analog value 2 (both formats can be used) i need to show on TDE value 315, for 0011 on inputs value 1000 etc.
Example:

IN                    bin-bcd                 analog value                      value on TDE

0000              0000-0000                    0                                          200

To do this, you would have to specify exactly what should be displayed in the corresponding states of the inputs in the TDE.

And my problem is that I do not understand what you want exactly.

For 0-4 you only need 3 inputs, not 4. Why 4 inputs?

What do you want to achieve with the circuit?
