you will find some information to configure TM Count in the manual:

Chapter 2.2.2:
Frequency measurement means: The mean frequency is calculated at set measuring intervals on the basis of the time profile of the count pulses and returned in hertz as the floating point number.

For this, I think, you could use the gate control of the module to set up the measuring time.

Chapter 4.4.4:
For frequency measurement, I think, you could use the module in manual operation mode. So, you do not need any technology objects...

Chapter 4.5.1 and 4.5.2:
Using the module in manual mode, you have to control the module with the control interface and you get the feedback over the feedback interface, you find in the address space of the module in TIA Portal.

you got the right tags to see the values, but maybe you don't have the right parameter settings of the module. Do a click with the right mouse button on TM Count module in hardware configuration and check the parameter settings...

did you open the software gate (SW_GATE) you will find in Bit 0 of byte offset 9 of the control interface...? Please set this bit on TRUE.

I think, then you will see frequency in the feedback interface:

COUNT_VALUE -> DINT: Current counter value
CAPTURED_VALUE -> DINT: The last acquired Capture value
MEASURED_VALUE -> REAL: Current measured value
