The following application example should provide you with most of what you need to use a S7 F-CPU with F/IO; the main difference is that the F/IO are part of an ET 200S station over Profibus-DP, instead of being part of the central rack,. But the philosophy and the Safety functions are the same.

 Brief answers to your questions:

1- Can I use F/IO in central rack with cpu315F? Do I  must  use Profibus DP and ET200 S?

2- Do I must  use driver for my F/IO in CFC such  S7-400FH or S7-400F?

when I use CFC I have very error.

1. It depends on your project to use central or decentralized config for your safety modules.In my point of view both is possible.
   
   
2. "S7-FH systems" that is a safety optional package only supports the H-CPUs and you can not use any blocks from that library to other CPUs.

Your CPU is a S7-315F-2PN/DP, based on your initial query. 

To program Safety functions on this CPU you need a package named Distributed Safety:

You seem to be trying to use a FH-system package, based on CFC blocks, that can only program Safety functions on S7-400HF PLCs.
