I am using S7 1500 CPU 1516-3 and TIA portal. 

I would like to know, on the restart of the PLC, if I can download the PLC configuration and the program from the server (network) instead from the memory disk.

Is there any possibility of doing this?

you mean that the PLC load the Date from a networkstorage insteed of Memory Card?

This is not possible.

Is there any way to download the same project to many PLCs at differernt locations via TIA portal at once? The PLCs are connected to TIA portal using industrial ethernet.

you can also check if the webserver on the PLC can handle a project Download.
