How to browse and edit PDL,PAS,other files on Windows10_PC without WinCC RunTime

But I want to check these file on my office PC. Do you know how to browse and edit these files on Windows10_PC without WinCC RunTime? I am sorry that my English is so bad. Best Regards, Yanazaki
