yes, you can use Taglogging tags in the OnlineTrendControl or OnlineTableControl to show historical data. Also here you can enable the export button and do an export of the shown timespan in the control in Runtime to export as csv 

the way you ask this question show that you do probably not have very much experience with WinCC V7/8 SCADA systems? I this case try to work with the help system and F1 Key for quickhelp.
