It may help also to review how the library system works in the portal. What is the file extension for the main library component? For example, in portal, the project file extension is .ap10 or .ap11 (for portal v10 or v11), and library components typically have .al10 or .al11.

Whereas you are trying to drag and drop the library into the PLC project. Do update the status after trying.
