It's seriously old thread but I came across the same issue and in my case it was stopped SQL Server instance WINCCPLUSMIG 

 Hello.

Have same issue, SQL stopped and I can not start. How you solved it.

Split from Migration Hangs.

I recommend that you open a Siemens Technical Support case for this.

I assume you have attempt to restart the service using SQL Server Configuration Manager (or whatever Microsoft is calling it in the SP level you are running).   If SQL Server does not start, look in the Windows system logs for clues as to why SQL Server is unhappy.  If you have SQL Server Management Studio installed, it may show you further logs that may help figure out why SQL Server is not starting.
