Which ports & interface is selected?

Can you attach snap shot of on line connection?

Which is NCU? 

Have you created Project?

Where are devices in Project? Don't see any devices in project.

How is communication set up?

Can you attach snap shot of network view?

In attached snap, in accessible devices information window at left side of NCU, yeloow trangule is displayed. It means NCU description is not  fully available, please check its order number version etc. & confirm that actual installed one & selected in project are same.

I guess, you are trying to get program back up of existing TIA project. Is it correct? or creating new project?

BTW which is this machine? Which is NCU, article number?

Have you checked the order number & version of installed NCU? 

Is it available in your TIA portal hardware catalog?

Unless & until correct NCU type & version is matched (both in TIA project with real) communication can not be established correctly.

Moreover, user need to create OFF LINE hardware project & then can go on line & check.

If you are not well trained, then I suggest you not to go on line as it may create problems.
