I also meet this problem. 

During the install of PCS7 V9.1 I got this message:

The following program could not be installed:

SQL server 2017 - (Wincc)

Setup cannot complete the installation.

I have Windows 10 Pro 64 bit. Compilation OS 19042.928

Please can somebody help me with this problem ?
