How to safeguard the world if the freedom in the automation used for terrorism?

Eg: If someone attach a BOMB or Granade on a drone which is automated and controlled by Siemens PLC ,GSM Module, International chat SIM and land it on Germany Vice-Chancellor"s car or her bedroom?

Recently such an incident happened in Iran. A bomb laden drone landed and exploded on a VIP Car. 

made liberty to learn automation.

Then how to save the world from ................

Siemens is known as Automation Company.

I wanna take this Automation to control under USA with supervision of UNO inorder to early prevent a WW4.

I have never worked in any Siemens partner firm. If I can learn PLC programming and become Silver member in a short span of time, then it's an alarming fact that any intelligent terrorist who have enough fund can acquire this technology and make evil to the entire human race.

Terrorist can even land bombs on Word Trade Center in USA again with Siemens PLC and their liberated technology.

They can even harm USA president by landing a bomb with help of a PLC drone at any low security place or outdoor.

Any further research on automation only under supervision of USA and UNO.

Siemens should handover the Automation technology and department to UNO's upcoming technological monitoring board.

Until and unless, someone come up a game changing technology, Eg:resistance tech for nuke bomb or Military automation, then ask USA to surrender and pay royality to stay on earth.
