We have VMC mill with 840D and I need to find a way how to programm spindle not to spin but  to follow the programmed path and keep the tool allways oriented perpendicular to that path.

That is to shave a thin skin from the outside of spigot. This is required for o-ring seal and all toolmark patterns has to be alongside of the wall. Simple milling produses vertical marks - not good.

Anybody experienceed  could help to build g-code please...

As it's a simple shape then switch spindle to position control with spcon. Find the angle where your tool is perpendicular to the straight surface make your linear move to the arc then as you move around the arc program a spindle move of 90 degrees. The spindle move will be interpolated with the x/z move.

The chances of the tooling being rigid enough or the spindle positioning control good enough though is about zero.

You can use Tangential Control function. (TANGON, TANGOF)..
