you do not need to transfer the whole project.

Just open the WinCC flexible project (you can also convert it to the newest version)

then compile the project -> look in the project folder.

there you will find a *.pwx file.

This rename to PDATA.pwx.

Copy it to a usb stick or Memory Card then open the File Explorer on the Panel in WinCE.

Copy the file to \flash\Simatic

Then restart the Runtime and then the user administration will be imported automatically.
