I've installed both V16up6 and V17up1 but after 3 attempts the users are blocked.

The "number of recently used passowrds blocked for reuse:" is set to 10 times (MAX).

How can i fix it?

This is an issue I've also suffered. The attempts to login are 4 maximum, and you don't have the option to change it. The option "number of recently used passowrds blocked for reuse" is for when you try to change a password, to force you to use different passwords, as it normally happens in your Windows at work.

I've been told by Siemens technicians that they plan to increase this maximum of 4 attempts for future releases (up to 15-20 attempts) but what seems to be sure is that it will never be possible to disable the option of blocking user. The reason is basically cybersecurity, it's a protection that this Unified system needs to have in order to comply with IT security audits.
