seems that delivery of HMI device got issues, is there a list of "third party hardware manufacturer list"

adviced to run Wincc Unified?

Or simply I can safely buy any IPC on the market and install Wincc?

As indicated in the release note for WinCC Unified RC and RT V17, I would recommend using a Siemens IPC, specifically the SIMATIC IPC427E (Microbox PC) or higher, or a comparable PC in terms of hardware/software features.
