But i can not find it.

What version of PCS 7 are you using to implement your redundant I/O? 

This extract from a PCS 7 v9.0 manual explains that for PCS 7 v7.1 you neded the REDlib v3, or v4 to set the passivatiion staus of redundant I/O channels. So your requested Redlib v1 would be associated with a very old and probably obsolete PCS 7 version...

Until v7.1, REDlib v3 and v4 could be used to handle depassuvation of redundant I/O channels un PCS 7.

Since v8.1, REDlib has been replaced by the Redundant IO CGP V5.2 library, as described in section 4.2.2 of the PCS 7 v8.1 pdf document foind in this link:
