The Logo Hour Counter will not restart counting after resetting the Maintenance Interval completion.  The first use of the hour counter after downloading the program works properly.   When enabled (E=1) the hour counter accumulates running time and energizes the Q output when the Maintenance Interval MI) time is reached.  The counter properly continues to accumulate time while Enabled.  Disabling the counter input (E=0) properly stops accumulating time.  

A momentary pulse to the maintenance reset (R=1) properly resets the maintenance Q output.  Upon re-enabling (E=1) the hour counter, it does not accumulate time. 

I have found that cycling the power to Logo will cause the hour counter to resume adding to the accumulated time OT.
