10203 channel 2 NC-start not possible with unreferenced axes (start program execution (program))

Its being used for a belt driven pusher system to load parts. Last week the belt broke and we replaced it. After we reattached the servo motor it will no longer reference. we receive a 10203 channel 2 NC-start not possible with unreferenced axes (start program execution (program)). we base positioned the the servo with it unattached to the belt and it goes to the position in the 34100 REFP_SET_POS[0] but it will not reference. any suggestions?
