My suggestion is that make a backup from entire system(windows) in my server pc and copy this in my new ipc, but I don't know this works well.

If i were you, I will propose to upgrade all the stations to PCS 7 V9.0 SP3 UC04. 

From PCS 7 V9.0 SP1 to SP2 are "Hotfix" upgrade. V9.0 Licenses will be usable for PCS 7 V9.0 SP2 or PCS 7 V9.0 SP3 UC04. 

Just like windows patch , antivirus definition upgrade or your mobile phone Apps update, you should always keep your application up to date to avoids known bugs.

at PCS 7 all PC-Station have to be the same version otherwise you will run in problem, because the internal data in the PCS 7 Version (also in the Service Packs (SPs)) are not identical. So you have to buy a IPC with V9.0 SP1 if you don't want to upgrade your project.

But as JazTai mentioned, the best way is to stay up to date with the V9.0 SP3 UC04 to avoid to run in bugs that are fixed in the newer versions.

When you buy spare IPC with pre-installed PCS 7 V9.0 SP2, once you power on the brand new IPC, you have the option to choose to load "A1" image or "A2" image. 

A1 image is without PCS 7 Installed and A2 image is after PCS 7 V9.0 SP2 installed.

just go ahead and load back A1 image and install PCS 7 V9.0 SP1 yourself.

If i make ready new ipc with my desired version, do I need new license fir that? Or as it is spare system, i can move old licenses to this new system in condition of replacement of ipcs?

So, you load the A1 image, and install PCS 7 V9.0 SP1. But, by default, the automation licenses manager is empty, you need to put license in order for you to use the system.

Now, you dont transfer the license into this station, thats all ya. 

If you talk about the windows license, by default, this license is already built in in the hardware. After you get the system online, the windows will be activated automatically. I dont think you can extract out the windows licenses.
