No, you cannot use almost any thing from SINUMERIK 810D AND simodrive 611D 

I am very familiar with 810D and 611D --all discontinued . if your 810D machine can server you, just keep it , the HW still can be found on the market .

You need notice 2 important generation key points---NCU--PCU and SIMODRIVE--SINAMICS

SINUMERIK 840 D --release in 1996   NCU including NCK/PLC , drive SIMODRIVE 611D 

SINUMERIK 810 D-- release in 1997  IT IS COMPACT of "840D" CCU including NCK/PLC/611drive control

SINUMERIK 840 D sl --release in early 2000's NCU inclu. NCK/PLC drive SINAMICS S120

after that Siemens released 802D 828D 808D and so on, those are economic system --they use PCU--NCK/PLC/HMI all in one, drive are based on SINAMICS --MOTOR ENCODERS USING

Drive_CliQ --cable ( SIMODRIVE Motor using direct encoder feedback cable) 

so from CNC drive system even the motor you cannot easily to use the old ones.

I have a Milling VMC machine equipped with a Siemens 810D controller and am planning to upgrade it to a Siemens 828D controller, possibly without the need to replace the Motor Drivers. and motors.

The Motor drivers are Simodrive 611.

Can anyone kindly inform whether the 828d Siemens controller is fully compatible to run with the Simodrive 611 controllers?

If they are compatible, are there any settings / parameters which I need to configure?

Any advice will be highly appreciated.

But I suggest you to contact your nearest Siemens service/support center as retrofitting involves in depth engineering.

Moreover since 611D drives is discontinued product, in future, you will face problem of service & spare availability.

So in short going for replacement of CNC controller along with drive will be the best economical as well as optimal solution for your equipment.

You mentioned your controller as 810D which has CCU i.e. it has integrated NC+PLC+drive. So as explained by expert nulizhang, you need to go for complete new 828D+ Sinamics drive. What I suggested to you is applicable in case of replacement of 840D PL controller.
