Okay,,,,,,    so the wizard dialog is not available.
Then just simply fill in the DB (start & actual values) that is connected to the CONNECT pin. (Assuming the correct data type has been used.)
Have a look at the in-software help as reference.

I had filled in the input but there is still no connection available.

Since no connection, I am unable to send data.

This is something that I have hit my head against when developing test code between S7-1200 and PC with Python.

Also -- is the process simulated or on an actual PLC? Two S7-1200s from the same project can be simulated. Anything else cannot be simulated (unless a 3rd party application is loaded).

I'm using PLC SIM currently, no actual PLC. I set Hercules as TCP Server and PLC as TCP Client. and set the remote port as 2000 in PLC. For the IP Address, I'm using the current IPV4 of my wifi.

No. Unfortunately that is not going to work.

Choose one of three choices:

1. Use an actual PLC.
   
   
2. Simulate two PLCs connected to each other.
   The simulated PLCs are of the same project.
   
   
3. Install NetToPlcsim [https://nettoplcsim.sourceforge.net/].
   This is a 3rd party application; with all the risks going with that.
   No help can be expected on this forum.

Does anyone know where to get the HW_Identifier for TCP/IP Devices? I failed to make a connection if I'm using data type TCON_IP_v4. I think this is due to no HW_Identifier number being inserted so the active connection establishment was not turned TRUE.

If I use TCON_Param, the connection between PLC and Hercules is successful. But the connection is not stable after testing several times. The connection failed and some time will get error 7002.

Not all status numbers are errors. Errors starts with 16#8xxx so 16#7xxx is information. This is true for all Siemens instructions. This is documented in the in-software help.

State bits like DONE and ERROR is only high for one scan cycle. A status that is an error is also only valid for one scan. It is recommended to capture the value of STATUS when ERROR = TRUE.
