I need to do the same, but the issue is that I have TIA V15. Can any one guide if above shared library is also available in TIA V15.

TIA Portal projects and libraries are upgradeable. Simply download the provided project for "Diagnostics in User Program with S7-1500" and open it in your V17. If you are prompted to upgrade, do so.
