Cannot change color palette: 'Import not possible for a locked design'

Good day I have a similar problem on PCS7 V9.1 (WinCC V7.5.9). I'm using the WinCC 3D design. When I try to import a color palette from another project, I get an error saying 'Import not possible for a locked design'. This is however possible in older versions of PCS7. I've also tried to create my own design which is not locked, and then import the color palette. But I'm getting the same error. Am I missing something, or is it a bug in WinCC?
