Limited user rights during the installation process do not activate all necessary Windows functions.

You are right ChristophD, during the installation of WinCC Unified PC Runtime - which is no longer part of the STEP 7 / WinCC setup since V18 - the required Windows features were installed. I assume that this is the reason why you can't add a Unified Panel. See Screenshot - sorry, it is in german, but I hope you get the point.
