The use of logic is, unfortunately, not possible.

You can however use Scripts in the evaluation editor to achieve what you are looking for.

In your screen dump, select the drop-down menu that's set to Simple, and change this to Discreet. Then select the drop-down menu that's set to Reference, and change this to Script.

In your example, with binary points (0 or 1), you would add your 2 points together. If the value equals 2, then the Blinking action would be enabled.

You can drag and drop the points from the Logical View into the Expression editor, and it will add the Read parameter and the parenthesis automatically.

You also need to add the condition parameters at the bottom.

See attached screen dump - this is tested and works fine.
