In this case, I figured Cisco CheckPoint VPN was interfering with the connection between TIA Portal and PLCSIM Advanced. Even though they are on different subnets, cutting the VPN connection solves the issue.

In other cases, checking restrictions would be helpful.

Can you please confirm if you used hyper-v as environment ?

I do get exactly the same problem but cannot pinpoint the reason :(
